28th Amendment

Although amending the Constitution is a difficult process that rarely succeeds, there have been recent efforts to make changes regarding such issues as balancing the budget to defining marriage to protecting the flag.  You will write a proposal for a 28th amendment that addresses an issue that is important to you.You will then list the organizations or interest groups that would be in favor of your proposal as well as any groups that would be opposed.  Finally you will explain the pathway you have chosen to push your amendment through. The choices are as follows:


1. Congress may require ratification by special convention.

2. Two-thirds of the state legislatures may apply to Congress for a constitutional convention to consider amendments, which are then sent to the states for approval.

3. The new amendment may be approved by two-thirds of both houses of Congress, then sent to the states for approval

  2. 28 Admendment
    There shall be no super power or elite persons that have control over all Finacial, economic, business, and banking system in the U.S.

    After this summer were Congress passed the bill that Gun Owners of America chief Larry Pratt warns that the new “Super Congress” created by the debt deal will lead America into dictatorship, labeling the move a “coup d’état” by the political class aimed at transforming the entire structure of government in the United States. The Amendment that I am pushing for is not having a super congress or main finacial power in controll of all spending in the U.S. The Super Congress has the legislative power that CANNOT be filibustered or amended in the Senate or House.

  3. I, Hereby, do propose the twenty-eigth amendment to the U.S. Constitution, that Congress should grant amnesty to all immigrants. With the exception that if a foreigner come to America, assimilate by embracing the English language, and do well for themsel.ves, by obtaining a job, and/or give birth on American soil (if, other guidelines are followed) that they will be granted citizenship.

  4. The U.S government cannot to bring troops in to another country unless we have decared war on them. If the U.S does not declare war on a country then we have to bring the troops back after 4 years. If the army is still needed there then congress will vote on staying or leaving.

    I, Joanne Ly, hereby propose the 28th amendment that addresses the issue of Medicare .The 28th Amendment guarantees that all Residents regardless of citizenship or residency over the age of 65 shall recieve Medicare. No resident or citizen shall be denied Medicare.

    Medicare shall ensure that every elderly resident or citizen get access to preventive services. This way elders can find health problems early when treatment that works best. Medicare shall pay for many preventive services to keep Elders healthy.

  7. I, Forbes Lau, propose the 28th Amendment , that Congress denies the usuage of Capital Punishment illegal in all states.

    People subjected to this form of punishment is free of this abomination. Punishment by death is cruel, barbaric, and inhuman. Punishment through death proves to others that killing is "allowed" . There are always alternatives to punishments.

    I, Andrew Amilcar Cabral, do so justly propose the 28th Amendment of these United States which does away with the Electoral College. This 28th Amendment guarantees that the population truly decides who becomes our nation's President. This amendment ensures that each and every vote made counts directly towards the election of the president, and now no one states votes are more worthy to the election than another.

  9. I, Anna Mbengam, hereby propose the twenty-eighth Amendment to the Constitution of the United States that Men and Women shall be equally compensated in ALL functional settings. By the same token, of education, skills and experience there shall be no discrimination in payment nor gender, race or religion. No toleration of any sort WILL be permitted.

  10. The 28th amendment should say that if you hold a current elected position in either the state or federal government you cannot run for presidency. This amendment helps protect the rights of the constituents this elected official represents. The only exception to this amendment is that the elected official can run for the presidency if he holds a vote where his constituents allow him to run for the presidency. He would have to receive more than half the votes to allow him to enter the presidential election.

  11. The 28th amendment should say that nobody should receive the death penalty. This amendment would protect the right to life which is one the God's given rights that we have. and anybody that kills a person should be sent to jail for life but not being executed.

    Revenge is the best options and anybody that makes a whole family suffer shouldn't have the right to live and also represents a big danger on this earth.

    Why should we pay back by revenge since it won't fix the problems and will not bring the person to life.

    The route i will take to pass this amendment is by creating a vote in which the population would decide if people should receive the death penalty or not.

  13. I, Leonardo Gonzalez, hereby propose the 28th amendment directing the conflict with bullying and racism on the gaming and social networking. There isn't the necessary amount of monitoring on this situation and therefore the government should consider looking at this idea. Less people will be harmed and more people will realize that bullying and racism is wrong.

    With the right amount of monitoring, there will be a huge decrease in racism and bullying on gaming and social networking. If you are caught doing one of the two or even both, you will be ether taken off of the website or the game system for a year. If you are caught doing both, you will be taken off for two years. If you try to make a new account and do the same thing, you will be arrested and put to trial.

  14. The power to enact legislation regarding the issue of immigration, both legal and illegal, shall, hereby, be delegated to the federal government. An illegal immigrant shall apply for stay in America, for a specified time period, during which the illegal immigrant may obtain a green card to avoid deportation. After 18 months of obtaining a green card, it shall be required that the applicant have a full time job, demonstrate some proficiency English, and have an established place of residence. If the applicant fulfills these requirements at the time of application, the applicant shall apply in no less than 42 months, but no longer than 54 months, for naturalization/citizenship to the United States of America. The applicant is prohibited from leaving the country and its territories until citizenship is obtained. Any failure to follow the given guidelines will result in deportation. Return to the States may be considered after a period of 10-15 years.

  15. Amendment 28
    There will be no power, federal or state, that may sentence any person that has been convicted of a crime to the death penalty.
    I believe this amendment should be passed because the eighth amendment states that there should be no cruel or unusual punishment inflicted upon any person that has been conflicted upon a crime. The death penalty is a cruel punishment, but it is still legal to receive a death penalty sentence in some states. So if the eight amendment states no cruel or unusual punishment, then why do some states still have the death penalty?

  16. The twenty- eigth amendment should be that people who are on welfare or are recicieving an unemployment check that do not show signs of trying to get a new job will be cut off that payment. The person will have three months to begin looking for a new job or putting themselves in a better position to get a job like going to college or a trade school. This will allow those who are trying to better themselves to be rewarded and those who do not care to be punished. This will also help eliminate wasteful government spending and have people be more urgent about finding a new job.

  17. The twenty eighth amendment should be that those who witness a serious crime like murder should not have the privilege to see there accuser. They risk there lives having to testify when most don't want to. the suspects hire hit man and we accuser goes in to witness protection for who knows how long. The government should make us give a sworn statement or they should be responsible for getting enough evidence.

  18. I,Leonard Brown, propose the 28th Amendment stating, all college universities in any give state give an annual 10% of their yearly earnings back to their community off campus within the state. Therefore having a healthy campus community and help condition for a better off campus community. Especially for poverty stricken communities within that state.

  19. I, Elizabeth Prostak, propose that the 28th amendment supports those who are in life-threatening medical situations by having their medical bills covered automatically or cut by fifty percent or more. Their property can not be seized by medical companies as payment for bills.

    There will be no structure, public or private, with the intention of having people live, work, sleep, or simply maneuver within, that will have an interior lateral height of less than 6 feet 5 inches at any point within its confines. Any structural supports, lighting fixtures, doorways, shelving units, shower curtain bars, or any possible addition to the walls and/or ceilings, must comply with the 6 foot 5 inches minimum height mandate.

  21. I propose that all fast food restaurants be required to lower the amount of fat in the food they serve. This will help lower obesity in America and overall health for everyone.

It is stress immensely that every person receive a higher form of education. This amendment will allow every citizen to have an equal opportunity for career/economic success.

  23. I Stanlyann Michaud propose that Elder citizens who are retired should receive free medical care. The Government is allowed to pay for surgeries,medication and health insurances. Surgeries and medication must be obtained by a doctors notice stating what the conditions are and documents proving information on the illness. Elder citizens eligible must be 65 and up, must have worked in the US for 25 years or more and who are American citizens (green cards included). Elderly are in need of this amendment because they have supported the country for years and deserve this support.
